Melling Christmas Lights

Melling Parish Council has purchased new Christmas lights this year. The lights will be placed along Waddicar Lane by the shops and on various routes into and out of the parish, namely Spencers Lane, Rock Lane and Prescot Road.

The lights will be switched on during the evening of 10th November and will remain on until January.

The process of procuring the lights has been lengthy. It began in May and is documented within the minutes of the Parish Council meetings which can be viewed at www.mellingparishcouncil.uk/minutes

The process of installing the lights is also lengthy because we are required to obtain permissions, to fit additional infrastructure within the lamp posts to power the lights and to secure the services of accredited contractors to install them.

We are aware that several queries have been raised about the positioning of the lights. Unfortunately it is simply not possible for lights to be positioned at the entrance of every estate and street within the Parish, however, it is hoped that the majority of residents will be able to enjoy the lights in at least one of the locations chosen.

Coronation of King Charles III

Grant funding applications can be submitted to the Parish Council for Coronation related activities.

The Coronation of King Charles III is set to make 2023 a memorable year. To help support events in our community Melling Parish Council would like to remind all residents that small grants are available from the Parish Council for a variety of different purposes including to help communities in Melling celebrate and commemorate this historic occasion.

Small grants can be applied for by those who are hoping to organise Coronation related activities or events in Melling, for example:
•    Street parties or community picnics;
•    Commemorative benches or trees;
•    Wildflower gardens.

This funding is open to local constituted sports clubs, community groups, clubs and charity organisations.

To apply for funding, groups should visit Melling Parish Council and complete the short application form. Applications must be received by noon on 6th February 2023 in order to be considered at the Parish Councils meeting on 14th February 2023 or by noon on 6th March 2023 to be considered at the Parish Council meeting on 14th March 2023.

There will be no further opportunities to submit a grant application in time for the Coronation after these dates so the final deadline for applications for grants relating to the Coronation of King Charles III is 6th March 2023.

Christmas Gifts 2022

For the third year running the Parish Council has again provided Christmas gifts for children attending Melling Primary School, Melling Nursery, Waddacre Nursery and the Scouting Groups based at Caunce Hall.

Gifts were also provided to members of the Pensioners Club based at the Ratepayers.

Melling Parish Council would like to wish all Melling residents and business owners a very Merry Christmas and a Happy New Year.

Litter Picking Equipment now available to all

New Litter Picking Equipment now available

Melling Parish Council are pleased to have been able to provide litter picking equipment that is now available to all to use.

The equipment was provided in response to a request from Melling Scout Group for support to help their members obtain badges for activities including keeping their communities tidy.

Equipment suitable for both adults and children has been provided and will be stored at the scout hut.

GP Services Note

The Parish Council has recently contacted the local NHS commissioning group regarding the provision of GP services in Melling.

The advice that has been received is that the GP practice in Melling is run by a Knowsley GP (DR MAASSARANI AND PARTNERS) and, therefore, comes under Knowsley’s commissioning area. We understand that Sefton Commissioning Group are liaising with Knowsley around the plans to re-open the practice in Melling. In the meantime we are advised that there are GPs in Maghull who cover Melling and that this may be more convenient for patients than accessing a Knowsley practice.

Community services are orientated around a GP practice so anyone registered at the Melling practice will access services that fall under the Knowlsey commissioning arrangements this is not uncommon, we have a number of Sefton residents who are registered with Liverpool GP practices and similar arrangements are in place to accommodate other services.

If there are specific patients who are struggling to get to Tower Hill (Knowsley) or find another GP within the local area they can contact the Sefton Commissioning Group which can resolve individual issues and ensure all residents have access to a GP. New Bench for Village Green

Melling Parish Council are pleased to have been able to provide a bench for residents use on our village green.

There has been a lot of positive feedback from residents about the bench which is being well used.

The bench was requested by Melling resident, Joan Prescott, pictured here enjoying a rest on the bench with Melling Parish Council Chairman, Councillor Alan Todd.

Melling Parish Council Chairman, Councillor Alan Todd, is pictured opening the summer fayre on Saturday 11th June 2022.

The organisers of the fayre have confirmed that the highlights of the day were the Mucky Mountain Traditional Morris Dancers, Wendy Searle Dance Academy and the Ukelele Band.

They kept everyone entertained, including taking part in the Tug o War!!!!

Several stalls were available on the day including, a lovely plants stall, cakes stall and tombola to name a few.

Cream teas and refreshments were served, the weather was great and everyone enjoyed themselves.

The fayre raised a total of £614 towards much needed church funds.

Queen's Platinum Jubilee

Queen's Platinum Jubilee

To commemorate the Queen's Platinum Jubilee, Melling Parish Council are pleased to have been able to plant a tree with a commemorative plaque on the village green.

The tree is a field maple tree and will be registered as part of the Queen's Green Canopy in due course.

The commemorative plaque was supplied by the Royal British Legion, one of the official providers of such plaques. It has a finish which is designed to rust for a period of time until it's final decorative finish is acheived.

Unfortunately it has not been possible to invite everyone who was nominated for an award.

The date for nominations has now closed.

There are 4 categories of Community Award now open for nominations:

- Young Person Award (up to and including the age of 17)

- Community Group Award

- Citizen’s Award (18 and over)

- Business in the Community Award

Melling Parish Council – Update on Planning Applications

Melling Parish Council are aware that there has been some reported activity regarding further new housing developments in the Waddicar area. We know that the Sefton Plan 2017 – 2030 for housing has allocated areas at Waddacre Farm, site reference SR4.29 and Spencers Lane, site reference AS20. The development East of Waddicar Lane, site reference SR4.28 (Bellway Homes) is currently being built.

Residents may recall that Melling Parish Council objected to the Bellway homes development. The Parish Council held meetings at the time with local residents and jointly submitted objections which ultimately forced adjustments to the application and estate plans.

As and when any new planning applications are submitted to the Sefton Planning Office with regards to such developments they will be treated with the same scrutiny – especially the talk of developing the land East of Waddicar Lane (Bellway Estate) which is not in the Sefton Local Plan for potential housing.

You can readily access the Sefton Local Plan and see the land that has been allocated for potential housing by going on the Sefton MBC website and searching ‘local plan’. There you will see the full plan at 220 pages and the ‘East Parishes Map’ which covers Melling, Aintree and Maghull.

Melling Parish Council - Chairman’s Report for 2020 / 21

As the UK begins to ease itself out of lockdown I hope that we can now look forward to better times. This unquestionably has been a tough year for many people, myself included. We started the year in lockdown unable to meet in person as a Council. We decided to continue to hold meetings periodically (when other Councils did not do so to start with) via telephone. A year on and we are still conducting the Council meetings via telephone conference. This is not ideal but the end is in sight and we are hopeful that by July we will be meeting face to face again.

We have continued throughout the year to support the community with grants and volunteering whilst also contacting Sefton Council over concerns with planning matters and litter.

The latter point – litter and dog fouling appears to be getting worse and is a concern for our residents. We see volunteers out ‘litter picking’ on a regular basis, yet this is the responsibility of Sefton Council. We have contacted Sefton Council many times this year to give the area a boost and replace the missing bin by Ledsons Bridge. For complaints about litter I urge residents to go to the Sefton website – under ‘bins and recycling’ you can complete the drop down boxes for litter by street – the more people note to Sefton the litter in this way the more might be done to improve the situation.

We have communicated to Sefton this year over a number of different planning matters including the traveller sites; livestock buildings and residential property. We have also sent representatives to planning meetings regarding the use of Melling as a heavy vehicle access route for the new large 1,000+ homes estate proposed opposite Summerhill School towards the M58 junction – to which we have objected and have proposed alternatives. We held virtual meetings with the ‘Campaign for Rural England to obtain their advice in these matters. There are potentially other developments in the pipeline for Melling, which we will keep an eye on as and when they are submitted to Sefton and we will make the necessary representations on behalf of the Melling Community as they arise.

Last summer we had five Councillors actively involved with the Melling Volunteers as the pandemic hit. The volunteers gave up their time to deliver food produced by the Horse & Jockey Pub to those most vulnerable in our community and local area. This also included a ‘listening ear’ – a phone service to those in need. As the pandemic eased there are now two actively involved Councillors of the Melling Volunteers and three Councillors are registered as ‘Sefton Street Champions’ – still helping those in the community with shopping, phoning for a chat and making sure those people are safe.

The Parish Council gave a grant to Melling in Bloom so they could purchase a lawnmower and some new planters. The MIB group will therefore look after the ‘Village Green’ by the Satinwood roundabout and Hayes Drive. This links nicely to the Christmas Tree – to be clear the Parish Council have asked for this to be replaced by Sefton Council who say that the tree is in ‘reasonable condition’. The guarantee period for the tree later this year and we shall be pressing Sefton again in regard to this matter. We also conducted a survey regarding the Christmas Tree lights on the lampposts in Waddicar and the wider areas of Melling. The results where an overwhelming support for lights in the other areas of Melling which we will hopefully have for Christmas 2021.

And staying with the Christmas theme for a moment – as we could not have the ‘Christmas Light switch on’ with Santa, the Parish Council purchased and distributed selection boxes for the Scout Groups, pupils of Melling Primary School and children of the Playgroup and Nursery in Melling.

There was no remembrance service at St Thomas church this year. To remember those from Melling who sacrificed so much for their country I laid a wreath on behalf of the Parish Council at the Lychgate. This is also an official commonwealth war memorial site and it is good to see other wreaths are there too – even with the pandemic we could still ‘remember them’.

Road safety continues to be a major concern as the volume of traffic is increasing through the Parish. Two Councillors have now completed the first part of their training with the Merseyside Safer Roads Watch. This is a roadside initiative led by Merseyside Police whereby using a radar gun speeding motorists number plates are logged – and when reported three times will receive a letter from the Police. Part 2 of the training is roadside and once this is completed we will get started around safe, strategic positions in Melling to deter those who flout the law on speeding through our community.

We saw the new ‘Melling’ boundary road signage installed as we requested through the Highways Department at Sefton – including the correctly located boundary at Prescot Road, Cunscough. Now, as you are driving, cycling or walking you clearly know that you have entered Melling and we have an identity on those busy roads.

So, as we look to 2021 / 2022 we will continue to represent the people of Melling as a voice to the Local Authority. We look forward to continuing to work with the Community to make this a safe and enjoyable place to live and work in. I would like to thank the Clerk for her hard work, dedication and counsel this last year. I also want to thank the Councillors for their support, hard work and good spirit in giving up their own time for all that we do for the Parish of Melling.

I truly believe that the Melling Community Spirit is very strong and that we are all looking out for each other in these uncertain times. I personally am looking forward to supporting our local businesses when they re-open. It has been a privilege to serve as Chairman of Melling Parish Council for the last three years.

The Parish Council currently has two vacancies that it wishes to fill by co-option.

• Parish Councillors are unpaid volunteers receiving only authorised out of pocket expenses all of which are reported in the minutes of the Parish Council.

You should consider becoming a Parish Councillor if:

• You want to do something positive for your community

• You want to spend your time productively

• You can think, listen and act locally

You must also satisfy the following criteria:

• be at least 18 years of age on the day you are co-opted.

• be a British citizen, a qualifying citizen of a Commonwealth country, a citizen of the Irish Republic, or a citizen of another member state of the European Union

You must also meet at least one of the four following qualifications on the day you are co-opted:

• be registered as a local government elector for the local authority area in which you are standing

• have occupied as an owner or a tenant any land or premises in the local authority area in which you are standing during the whole of the 12 months before the day you are co-opted.

• have had your main or only place of work during the last 12 months in the local authority area in which you are standing

• have lived in the local authority area in which you are standing during the whole of the last 12 months

You may not be able to become a Councillor if you:

• Hold a paid office, or other place of profit, of the Council

• If you have been declared bankrupt within the last 12 months

• If you have been imprisoned for 3 months or more within the last 5 years

• If you have been convicted of any offences involving corrupt or illegal practices

• If you have been convicted for the failure to register or declare disclosable interests

Christmas Gifts 2020

On 10th November 2020 a decision was made that gifts would be arranged under the delegated authority of the clerk for children attending Melling Primary School, Melling Nursery, Waddacre Nursery and the Scouting Groups based at Caunce Hall.

In typical years the Parish Council arranges a Christmas event at which gifts are distributed and, as lockdown restrictions prevented this festive event from taking place the gifts were delivered to the schools and nurseries before they broke up for Christmas.

Parish Councillors Alan Todd, Christine Rogers and Colin Rogers attended the Beaver's group meeting to hand out the gifts to the children attending.

Selection box distribution

It was agreed at the meeting on 10th November that Melling Parish Council will distribute selection boxes for the children of Melling School, Playgroups of Melling and the Scout Group. These have been purchased and are awaiting delivery.

Newsletter & Survey

The Parish Council agreed to distribute a newsletter in December and a survey regarding the Christmas Tree lights in the Melling area. The survey is now live on the website. The newsletter was supposed to be distributed via the Champion newspaper but they have temporarily ceased distribution. Another means of distribution is currently being sought and the newsletter will appear on the website once finalised.

Correspondence

Just some recent correspondences your Councillors and Clerk have been involved with include: United Utilities regarding speed awareness signs & restrictions during the Waddicar Lane works. Sefton Council regarding the Christmas Tree, flooding on Leatherbarrows Lane and various planning matters. Merseyside Police regarding the Community Speed Watch Scheme.

Update on Budget / Precept

The Finance Working Group met on Monday 9th November remotely to discuss the cash flow forecast and precept ahead of the full Council meeting. The group agreed to present the updated cash flow and different scenarios for the precept 2020/21 including a reduction, staying the same or increase. This was put to the Council on 10th November where it was agreed to wait for the outcome of the Christmas Lights survey which closes on 31 December.

Community Feedback Survey - Christmas Lights 2020

We are interested in understanding how the local community feels about the installation of the Christmas lights on lamp posts along Waddicar Lane bearing in mind the costs involved in providing them.

We greatly appreciate you taking the time to share your thoughts by either completing our online survey by clicking on the button below or by completing the tear off slip attached to Christmas 2020 edition of our newsletter that will be delivered to you in late November/early December and posting it in the Parish Council post box located in McColls on Waddicar Lane.

This consultation will be open until 31st December 2020 and the results will be used to make a decision as to whether the cost of the lights is added to the Parish Council’s budget for future years.

Slow Down for Bobby Campaign

Speed Awareness Banners for Melling Primary School

Bobby Colleran tragically was knocked down by a car and killed crossing the road outside his school and the Slow Down for Bobby Campaign was launched as a result of this tragedy.

The aim of the campaign is to use campaign banners outside schools to make drivers aware of the presence of children in and around schools and to encourage them to slow down to 20 miles an hour.

Melling Parish Council is pleased to have been able to support this campaign by funding banners to be placed outside Melling Primary School to help make the roads safer for Melling School children.

The Parish Council would like to thank Melling Primary School and the Bobby Colleran Trust for their involvement in this project aimed at raising awareness of the dangers of speeding and helping to make Melling a safer place to live.
